How to manage mandates and powers of attorney
Sometimes you need someone to act for you or your organisation on public services in the province.
In other cases, you may have to act on behalf of an organisation or other persons.
The system of mandates and powers of attorney of myCIVIS allows you to do this in a secure manner securely, tracked e legally compliant.
This guide explains what mandates and powers of attorney are, how they work and how to manage them.
The mandates and powers of attorney described in this guide refer to the services using the new system.
Some services still use the old mandate system. For these services, mandates and powers of attorney must be displayed and managed directly with that.
If you need to manage a service that is not yet present: go to the old mandate system.
The term organisation refers to companies, third sector entities and public bodies.
What are mandates
Mandates allow a natural or legal person, called mandator to authorise another natural person or legal entity, called delegate, to act in its place on specific services.
Mandates are used to digitally represent someone in administrative matters.
For example, a parent may mandate an adult child to act on his or her behalf.
In summary:
- who mandates: grants the right to act to another natural or legal person;
- who receives the mandate: may use the services indicated, within the limits of the powers granted.
From the personal area, in the section Mandates and powers of attorney, you can:
- create a new mandate;
- consult requests that are still pending;
- consult the mandates sent and received;
- revoke or amend an existing mandate.
For minors or persons under guardianship the law grants parents and guardians the right to act for them.
About myCIVIS this right must be formalised with a specific mandate which requires the approval of an operator of the Province.
This control serves to protect the most vulnerable people.
The mandate for minors expires automatically on turning 18 years of age without the need for any action.
When you want another adult person to act for you, you can use a voluntary mandate.
It is useful if you have difficulties with digital, if you are often abroad or if you prefer to mandate a family member or professional.
With voluntary mandates, you have full control.
You choose who can act, on what services, with what powers and for how long.
Voluntary mandates have different approval methods:
- automatic approval, with immediate activation;
- automatic approval after signing the document;
- approval after the document has been signed and checked by an operator of the Province;
- approval after signature of the document and acceptance by the delegated person.
What are powers of attorney
Powers of attorney are different instruments from mandates, although they may seem similar.
The power of attorney is a digital power of attorney that allows a person to act online on behalf of an organisation.
The legal representative may authorise an employee or collaborator to submit applications, consult data or sign documents.
The power of attorney may also be prepared by one who already has one, but only the legal representative may sign it.
In summary:
- who confers power of attorney: grants a formal power of attorney;
- who receives the power of attorney: acts on behalf of the organisation, within the established limits.

- consult registered powers of attorney;
- consult pending power of attorney requests;
- verify the powers conferred;
- manage updates or revocations.
How mandates and powers of attorney are structured
Each mandate or power of attorney is identified by a unique code, by the data of the persons involved the main dates and the document registered.
To understand what you can do, three elements count:
- the typology which indicates the type of authorisation;
- the operational areas which define the permitted actions;
- administrative relevance which determines when it is registered.
Where to find mandates and powers of attorney
In your personal area myCIVIS in the section Profile area, you will find the Mandates and powers of attorney.
From here you can consult requests sent or received, accept or reject them and manage documents.
You may also change or revoke already active mandates and powers of attorney at any time.
How to mandate or receive a proxy
- Log in to myCIVIS;
- go to the Profile section;
- select Mandates and Powers of Attorney;
- press Start Request and select Mandate;
- choose what kind of request to make:
- issue a mandate if you wish to authorise another person to act on your behalf;
- request a mandate if you wish to receive authorisation to act on behalf of another person.
Choose operational profile
- Select your profile:
- natural person;
- legal person, on behalf of a company or organisation;
- freelancer.
- If you choose natural person, please select the type of mandate:
- volunteer;
- Parent (only activates if you have selected ‘Request a mandate’);
- Guardian (activates only if you have selected ‘Request a mandate’).
- If you choose legal entity, please select the organisation you work for.
Enter your mandate data
- Enter the data of the person to whom you mandate or from whom you requester;
- add the services to be included in the mandate. For each service you choose:
- operational scope;
- mode of approval;
- expiry date.
- Alternatively, you can add a service group. The settings for scope, mode and date will be filled in automatically, but you can change them for each service.
Check data and send request
- In the Summary section, check the data, then select Confirm and save;
- if the service provides for automatic approval without a document, the mandate will be immediately active and will appear in the list of your mandates.
- If the service provides another approval method, the request will instead appear in the list on the Requests page;
- use the eye icon in the Actions column to view the detail.
Sign and upload document
- In the mandate detail, select Generate Document to create the file to be signed;
- sign the document and upload it to the platform.
What happens after loading
- After uploading, the system creates a mandate request for each selected service, which you can view in the list on the Requests page;
- the mandate enters into force:
- immediately, if the service provides for automatic approval;
- when it is accepted by all parties, if the service requires the approval of an operator of the Province, the mandator or the delegate.
How to grant a power of attorney
- Log in to myCIVIS;
- go to the Profile section;
- select Mandates and Powers of Attorney;
- press Start Request and select Power of Attorney;
- select Generate power of attorney.
Choose the organisation
- Select the organisation you want to work for.
Enter power of attorney data
- Enter the details of the person to whom you wish to grant power of attorney;
- add the services to be included in the power of attorney. For each service you choose:
- operational scope;
- mode of approval;
- expiry date.
- Alternatively, you can add a service group.
The settings for scope, mode and date will be filled in automatically, but you can change them for each service.
Check and send request
- In the Summary section, check the data, confirm and save;
- the request will appear in the list on the Requests page;
- Use the eye icon in the Actions column to view the detail.
Sign and upload document
- In the power of attorney detail, select Generate Document to create the file to be signed;
- sign the document and upload it to the platform.
What happens after loading
- The system creates a power of attorney request for each selected service;
- you can consult the requests created in the list on the Requests page;
- the power of attorney comes into effect when it is accepted by all parties under the selected approval method
How to accept a mandate request
- Log in to myCIVIS;
- go to the Profile section;
- select Mandates and Powers of Attorney;
- identifies the mandate request in the list;
- use the eye icon in the Actions column to view the detail;
- select the button Accept Mandate;
as of this moment, the mandate comes into force.
How to revoke a mandate or power of attorney
- Log in to myCIVIS;
- go to the Profile section;
- select Mandates and Powers of Attorney;
- identifies the request in the list;
- use the eye icon in the Actions column to view the detail;
- use the Revocation button;
is no longer in force as of this moment.
How to edit or duplicate a request already made
It may happen that you need to modify an already sent request or duplicate an existing one.
This function is useful if you need to correct data, resubmit an expiring requester or request similar services for the same person or in similar situations.
- Log in to myCIVIS;
- go to section Profile;
- select Mandates and powers of attorney;
- identifies the request in the list;
- in the column Actions column, select the pencil icon to edit a request not yet approved;
- modifies previously entered information;
- conclude the procedure by following the on-screen instructions.
- Log in to myCIVIS;
- go to section Profile;
- select Mandates and powers of attorney;
- identifies the request in the list;
- in the column Actions column, select the duplicate icon to copy a request not yet approved or a request for a document already in force;
- the system creates a new identical request which you can edit and send without changing the original by completing the procedure following the on-screen instructions.
